Guiyang: Reshaping a Life Full of Sunshine

Walking into the “Sunshine Home” in Qingzhen City, the “Sunshine Electronics Factory” in Yunyan District, or the “Huyang Fashion Factory,” one would immediately feel the busy and attentive atmosphere in these Sunshine Placement Bases. In the bright, clean, and quiet workshop, the detoxification and rehabilitation patients from the community are dressed in uniform clothes, orderly and skillfully operating on the production line. Their faces are filled with peace and happiness brought by work, and the self-esteem, self-confidence after the newborn. At present, a total of 24 such placement bases (enterprises) for community-based rehabilitation patients have been established in Guizhou Province and provided employment for 555 drug rehabilitation patients in the community.

Just as the Sun shines on the earth and everything is revitalized, the Sunshine symbolizes the positive, healthy, optimistic attitude and style of life. In recent years, Guiyang city innovates in social administration of detoxification (rehabilitation) patients and established a new “four-in-one” mode for the placement of these people. Through active exploration, the city has established a series of “Sunshine Enterprises” and “Sunshine Homes” with local characteristics to provide placement and employment for the detox (rehab) patients, so that they can have a job here while receiving physiological and psychological treatment. This practice has achieved good social effects, and promoted social harmony.

September 9, 2012, Zhou Yongkang, member of the Standing Committee of the Political Bureau of the CPC Central Committee and secretary of the Central Political and Law Committee made a special trip to the “Sunshine Employment Home” in Huaxi District, Guiyang City during his inspection tour in Guizhou Province, and inspected the treatment room, chat room, and psychological counseling room here, to understand the drug addicts’ rehabilitation status and effectiveness. Zhou showed concern and made inquiries about the practical skill training projects specially developed for the drug rehabilitation patients such as seedlings planting. Zhou Yongkang encouraged drug rehabilitation patients and said that the Party and the government have provided good conditions, so the patients must have the determination to get rid of drugs and strive to return to the society and lead a normal life as soon as possible. Zhou Yongkang expressed full recognition for the achievements of the "Sunshine Project” construction work in the community, and spoke highly of the "four-in-one" rehab mode that integrates "physical withdrawal", “psychological recovery", "job placement”, and "social inclusion”.
