Li Zaiyong, deputy secretary of Guiyang Municipal Party Committee, Guiyang Mayor, director of the Municipal Narcotics Control Commission said, only when the community-based rehab patients can find employment, have something to do, have a steady income, have a fixed residence, have someone to turn to when trapped, have medical care when ill, and have someone to care for their physical and mental health, can they thoroughly get rid of the physiological and psychological dependence on drugs, rebuild confidence, find self-recognition, become self-reliant, and live and work like normal people, so as to really return to the community and integrate into society, and the drug rehabilitation tasks can enter a virtuous circle track.

We should care about the work and life of the rehab patents with a high degree of social responsibility consciousness to help them rebuild confidence, become self-reliant, and further integrate into society.
Meng Jianzhu, member of the State Council, director of the National Narcotics Control Commission, and Minister of Public Security said during his investigation on the anti-drug works that the successful rescue of every drug addict means the rescue of a family and an additional social harmonious factor. We must explore and establish a highly effective humane mode of drug treatment to help the addicts get rid of drugs, reintegrate into society, and start a new and better life.

Supplemented by “job placement”, the “three-in-one” mode of community-based rehab becomes a “four-in-one” mode. Both the rehab patients and the management staff said that this mode enhanced the self-esteem and self-confidence of the rehab patients through participation in labor production and physiological treatment, gradually lowered their reliance on drugs and medicines, significantly improved their mental state and health status, and enabled them to smoothly return to family and society.

Guiyang City closely relies on the Party Committee and the government during the construction of the “Sunshine Project”, and established a perfect drug rehab mode and working system that integrates “physical withdrawal”, "psychological recovery", and “social inclusion” centering on “job placement”. In this mode, the drug addicts are given more human care, so that they can receive medical treatment when ill, have someone to turn to in difficulties, receive education, and find employment, thus effectively consolidate drug treatment achievements and further integrate into society.
