Guiyang: Reshaping a Life Full of Sunshine (2)

The “Sunshine Home” in Qingzhen City, the “Sunshine Electronics Factory” in Yunyan District, and the “Huyang Fashion Factory” in Nanming City are the leading demonstration pilots for the anti-drug “Sunshine Project” of Guizhou Province and are representative in terms of experience and practice among key narcotics control areas.

Qingzhen City proposed a rehab concept to give all-around consideration for the rehab patients, show respect for their personality, get emotionally close to them, care about their living conditions, provide assistance for their employment, and support in starting their own businesses. The city established the “Sunshine Home” for the placement of drug addicts and released persons from the prison and the labor camp, and implemented humane measures to ease the estrangement with love, to facilitate communication with care, to show feelings with thoughtfulness, to serve people with enthusiasm, and to call the return of human nature with patience. Management is carried out based on the people-oriented concept; a series of systems are established including the joint conference system, full-time staff working system, methadone free maintenance treatment system, Sunshine Home internal management system, and communication and contact system with the family members of the community-based rehab patients.

In addition, there are a complete set of facilities equipped here including sports and fitness equipment, chess room, canteen, and counseling room, providing a stable and relaxed, harmonious working environment for the rehab patients. At present, a total of 87 community-based rehab patients are placed to work here.

On the morning of August 22, 2011, a group led by Wang Lequan, member of the Political Bureau of the CPC Central Committee and deputy secretary of the Central Political and Law Commission visited the “Sunshine Home” in Qingzhen City and listened to the relevant reports. Wang asked in detail about the management of the special population of released prisoners and rehab addicts, and encouraged the government and the enterprises to do a better job in solving the practical problems of the special population in such aspects as education, employment, life, and family, and to create favorable conditions for their integration into society.
