Under the leadership of the Prefecture Party Committee, the Prefecture People’s Government, and the Narcotics Control Commission, the counties and cities in Qiandongnan Prefecture focused on the four aspects of staffing, funding, sites, and projects during the construction of the “Sunshine Project”. First of all, three to five cadres were dispatched from the Bureau of Public Security, the Procurator’s Office, the Court of Law, the Justice Department, the Bureau of Commerce Affairs, the Industrial and Commerce Registration Authority, the Bureau of Industry and Information Technology, and other departments to work in the specially established office for the construction of the “Sunshine Project” and take responsibility for the preparation and daily management of the project to ensure its progress and quality. Secondly, the funding for the construction and operation of the “Sunshine Project” is incorporated into the budget expenditure to ensure the construction funds for the facilities of the “Sunshine Enterprises” and product subsidies of 500 yuan per month per capita (so that the employees’ monthly wage can reach up to 1,200 yuan) for the orderly and effective development of the enterprises. Thirdly, provide solutions for the study, living, and production sites needed by “Sunshine Homes” and “Sunshine Enterprises”. Fourthly, explore multiple approaches according to local actuality. In addition to the job placement through admission of drug rehab persons by existing enterprises and newly established factories of introduced enterprises, actively explore the construction of parking lots, car washing shops, and other small scale enterprises under government support, to solve the difficulties in the introduction of enterprises from outside the prefecture.
