In fact, the Labor Service Center of Sansui County is only a microcosm of the great importance attached by the party committee and the government at all levels on the construction of the “Sunshine Project” for community-based drug rehabilitation works in Qiandongnan Prefecture. December 7, 2011, the General Office of the Prefecture People's Government issued the QDNFB [2011] No.285 File – Implementation Program for the Construction of the “Sunshine Project” for Community-Based Drug Detoxification and Drug Rehabilitation Works and required the concentration of resources and wisdom for the stead advance of the construction of the “Sunshine Project”.
June 6, 2012, the Prefecture Party Committee and the Prefecture People’s Government held a meeting in Sansui County for the promotion of innovation in social administration and construction of the “Sunshine Project” and decided to incorporate the construction of the project into the agenda for urgent and sound implementation as an instrument for innovation in social administration, a “project for the people’s livelihood”, and a “project for social harmony”. The prefecture mobilized, encouraged, and advocated entrepreneurs with a consciousness of social responsibility to make contributions for the construction of a peaceful and harmonious Qiandongnan Prefecture through establishing “Sunshine Enterprises” and “Sunshine Homes”.
July 30th, 2012, Secretary of Prefecture Party Committee Li Feiyue wrote an open letter titled “exert good efforts to accelerate the construction of the Sunshine Project” to the leaders of party committee and people’s government of various counties and cities and required them to assume greater responsibilities and spare no efforts to achieve good results in various tasks in the construction of the “Sunshine Project” and strive for full coverage. During the investigation and research of the Politics and Law Committee, Li Feiyue in addition required that the construction of the “Sunshine Project” must be completed with “job placement” as the priority task; orders and tasks for job placement must be assigned to specific counties without allowance for bargain and must be implemented in an all-around manner.
