Administration by various departments: in order to enhance the management and control over drug rehab persons, the instructor of the township police station shall assume the office as deputy director of the Cooperatives, and led the locality police station, the judicial administrative station, the office of the Narcotics Control Commission, and the full-time anti-drug cadres in carrying out urinalysis, aid and education works on the drug rehab persons.
Participation of households: fully mobilize the family member of the drug treatment and rehabilitation persons to actively participate in the operation of the greenhouses to enhance the supervision on the drug treatment and rehab persons and facilitate their early return to society.
Cooperative development: on the one hand, the government bundles the development projects in the rural areas and supports the development of the Cooperatives. Walking into the plant area of Xiaoguan Riverside Coal Mine in Hongguo Town in Pan County, one would immediately notice the banner with white characters and red background printed with “physical detoxification, psychological recovery, job placement, and social inclusion”. This coal mining plant is one of the “Sunshine Enterprises” in Liupanshui City.
Drug situation in Xiaoguan Village used to be complex due to considerable number of drug involved persons. A case of drug-induced burglary once seriously affected the stability and harmony of the small village. After seriously studying the documents concerning the "Sunshine Project” which is being carried out throughout Guyizhou Province, Xiaoguan Riverside Coal Mine established a "Sunshine Project" aid and assistance team for job placement of the village’s released drug addicts from the drug treatment center. So far, Xiaoguan Riverside Coal Mine has successively accepted 24 drug addicts from Xiaoguan Village. “Since we have accepted them, we should let them feel the warmth of the ‘home’ and allow them to get rid of drugs thoroughly.” Ren Lixue, the legal representative of the mining plant thus expressed the original intention in establishing this placement location.
