Liupanshui City: Let the Sun Shine on the Special Group (5)

During the establishment of the concentrated placement bases and scattered placement bases, Liupanshui City did not pursue larger, quicker and unpractical achievements for political performance or “image projects”, but highlighted the different characteristics between the urban and the rural areas, adopted multiple channels and forms, and ensured that every “Sunshine enterprise” and every “Sunshine base” is useful, standard, and effective after its establishment.

In the urban area: a platform is built by the government to introduce enterprises for the establishment of “Sunshine job placement bases” that integrate drug treatment, rehabilitation, medical care, skill training, living, employment, and other multi-functions in one. Zhongshan District invested more than four million yuan at Laoyingshan Town where the drug situation is relatively more serious and established the “Sunshine Dacheng Garment Company of Liupanshui City”. The District implemented the management mode of "guided by the government, managed by the enterprise, served by various departments, and supported by the society”, and walked on a new path mainly relied on the enterprise while assisted by the functional departments of the government. At the same time, Zhongshan District established two placement bases with placement scale of above 50 persons near the office of the street committee of Huangtupo Community which is at the center of the urban area. The placement bases are mainly engaged in the processing industry and services industry suitable for the community-based drug treatment and rehabilitation persons.

The drug treatment and rehabilitation persons in Liuzhi Special Administration Area are mostly gathered in Pingzhai Town. But land use situation in this town is rather right. In regard of this actuality, the district government coordinated and arranged that the warehouse of the original Minmao Company be rebuilt and expanded into a “Sunshine Placement Base” that accommodates over 100 persons. The construction is now under progress.

In regard of the considerably serious drug situation and large number of drug addicts in Pan County, the county increased efforts in building the “Sunshine Project”, and set up four concentrated placement bases including “Mountain Sunshine Weijin Plantation and Cultivation Co., Ltd. of Pan County” and “Sunshine Hongxin Industrial Co., Ltd. of Chengguan Town of Pan County”.

In the rural areas: the city highlighted the regional specialties, took effective measures, relied on the strong support of the government, and maximized the benefits for the job placement persons. Shuicheng County took into consideration the fact that most placement objects are rural population, made good use of the broad land, adopted a practice that combines “company” and “household”, established “Sunshine Year-Round Fresh Fruits and Vegetables Cooperatives” in Fa’er Township, and carried out plantation skills training on the placement objects. The government helped the placement objects build vegetable greenhouses on their land, while the Cooperatives took charge of the sales of products. A new mode was formed that features “establishment of a platform by the party committee and the government; administration by various departments; participation of households; and cooperative development”.
