Local police in Hainan Province said the six elementary schoolgirls, who stayed overnight in hotels with a primary school principal and a local government official, allegedly contacted the two men first, China Central Television (CCTV) reported Tuesday.
While medical examinations have concluded no sexual intercourse took place, a parent of one of the girls, who did not want to be named, told the Global Times he does not believe the results of the investigation.
"I will seek justice for my daughter," the father said, "there was bruising to her private parts, so I don't trust in the official investigation results."
He would not comment on how serious the injuries were, or whether the girls had contacted the men first.
The six girls, who attend two different primary schools in Wanning, allegedly asked the principal, surnamed Chen, to take them to Haikou, the provincial capital, on May 8. Chen initially refused the girls, but was invited to a local karaoke venue that night, local police said.
At the karaoke club, two of the girls asked a local government employee, surnamed Feng, to come over. He took the girls to a hotel room in Wanning, where Feng spent the night alone in bed and the girls were surfing online until they were found on May 10, CCTV said.
Chen booked two hotel rooms for himself and the remaining four girls near the parlor in the early hours of May 9. Chen shared a room with two of the girls.
Video footage at the hotel does not clearly show if Chen entered the other girls' room. Chen left the hotel hours later, and the four girls were found in Haikou on May 10. The other two girls were found in a resort in Wanning.
Both suspects are in detention, and Chen has been fired. Police confirmed they do not know each other.
Several parents have claimed their daughters were in a daze when questioned by police, the Beijing Times reported. A parent said his daughter claimed she is Chen's goddaughter, but the father said she does not know Chen.
The daughter also said Chen offered up to 5,000 yuan ($814) to sleep with her at the hotel, but she refused. She added she lost consciousness during a struggle with Chen, and when waking up, she felt something dirty in her private parts.
The penalty given to the men will not be lessened by the fact that they were contacted by the girls first, said Liu Tao, an associate professor with the People's Pubic Security University of China.
"The men's behavior will have a bad psychological effect on those girls, even if the evidence does not indicate that rape had taken place," said Liu.
Local officials in Wanning also said on Tuesday that local police have taken DNA swabs from the girls to make sure if they were harassed. The test results will soon be announced publicly.
