China began seeking out public opinion Wednesday on a new draft on maternity insurance that extends insurance coverage to all employees, according to the Ministry of Human Resources and Social Security (MHRSS).
The main improvement in the draft is that maternity insurance will not only cover local employees working for companies in urban areas but the entire workforce.
The draft also said that if people having purchased insurance give birth in places other than that stated on their residential permit (hukou), they can still enjoy welfare, which means the hukou will no longer be an obstacle to accessing maternity insurance.
The current regulation about maternity insurance took effect in 1994 and only applies to urban residents working for local enterprises.
According to the MHRSS, maternity insurance has a smaller number of adherents than other categories of social insurance.
