The delegation of the Chinese People's Liberation Army (PLA) to the First Session of the 12th National People's Congress (NPC) held its first plenary session on March 7, 2013. In combination with the deliberation of the report on the work of the government delivered by Wen Jiabao, premier of the State Council of the People's Republic of China (PRC), 15 PLA deputies put forward their opinions and suggestions centering on building a people's army that follows the Party's command, has the ability to win battles and has a fine work style.
All the PLA deputies expressed that the government work report made the requirements on strengthening the construction of national defense and the armed forces and they must conscientiously implement the Party's thinking on the construction of national defense and the armed forces under the new situation, accelerate the modernization of national defense and the armed forces, constantly enhance the armed forces' capability to accomplish diversified military tasks, the most important of which is to win local wars under information-based conditions, resolutely safeguard China's sovereignty, security and territorial integrity, and conscientiously provide security support for safeguarding the important period of strategic opportunities for national development.
Fan Changlong, Chang Wanquan, Fang Fenghui, Zhang Yang, Zhao Keshi, Zhang Youxia, Wu Shengli, Ma Xiaotian and Wei Fenghe attended the session, and Xu Qiliang chaired the session.
Leading comrades in charge from the National Development and Reform Commission (NDRC), the Ministry of Industry and Information Technology (MIIT), the Ministry of Finance (MOF) and the Ministry of Human Resources and Social Security (MHRSS) of the People's Republic of China, and leaders from related departments under the four general headquarters/departments of the PLA listened to the opinions and suggestions given by the PLA deputies.
