"The South China Sea is not only an important and strategic throat passage of China but also a strategic key point closely related to national security and development," said Liu Xin, deputy of the Chinese People's Liberation Army (PLA) to the National People's Congress (NPC) and political commissar of the Hainan Provincial Military Command (PMC). Facing the great expectation that people of the entire country hold to enhance maritime management and safeguard national sovereignty, China should presently maximize the overall efforts devoted to the construction and sovereignty protection in the South China Sea.
With a view to this, Liu Xin recommended coordinated planning to promote economic development and national defense construction, wherein the needs of national defense construction will be taken into account in the strengthening of local economic construction, while local needs will be taken into account in the strengthening of the construction of core military capabilities of troop units. Besides, we should integrate and strengthen the force systems to safeguard the national maritime rights and interests, insist on the military-civilian integration in safeguarding the maritime rights and interests, and establish a maritime law enforcement system with reasonable structure, distinct responsibilities, competence and high efficiency to provide a solid security protection for the construction, development and stability of the South China Sea.
