After four days of marathon negotiations, the opposition groups of Syria finally reached a compromise in Doha on Nov. 11, establishing “National Coalition for Syrian Revolutionary and Opposition Forces” (National Coalition), which has been recognized by the United States, the Gulf Cooperation Council and the League of Arab States. What impact will the establishment of National Coalition bring on the balance of power in Syria? What is the prospect for the end of Syrian domestic war?
The attitude of the United States that the “National Council of Syria” has become incompetent to overthrow Bashar al-Assad government is the major factor for establishing the new coalition. However, there are still disadvantages despite the establishment of the new coalition. On the one hand, the main forces of the National Coalition still fled overseas and their behavior of commanding domestic reactionaries but no going up the line by themselves may cause dissatisfaction of other reactionaries. On the other hand, disharmonious signal had also appeared inside the new coalition.
However, the more dangerous signal is that the National Coalition has made it clear in the “Doha Declaration” that it will not engage in a dialogue with Syrian government, which is obviously inconsistent with the intention of the international community on political settlement of Syrian crisis, and may impact the process of political mediation.
