(2) The problem of outflowing drug trade is prominent. According to incomplete statistics, about 2,500 drug traffickers from Guizhou are cracked down by other provinces, and the outflowing drug trade problem involves 13 provinces (cities and prefectures) in China. The localities where such a problem is relatively severe include Zheng’an County, Pan County, Qixingguan District, Zhijin County, and Nayong County.
(3) A large number of drug addicts. As of December 31, 2011, Guizhou had 117,147 drug addicts registered online, ranking the 6th in China. (By the end of 2011, there were 1.794 million registered drug addicts in China.)
(4) Abuses of synthetic drugs spread. As of December 31, 2011, there were 7,952 registered drug addicts abusing new-type drugs in Guizhou, accounting for 6.79% of the total drug addicts. (The national proportion is 33.6%.) Although lower than the national average, the proportion of Guizhou is on the rise. (As of June 30 this year, Guizhou had 9,709 drug addicts registered online abusing new type drugs, accounting for 7.79% of the total drug addicts.) Among the 7,484 drug addicts seized in the first half of this year, 1,757 abused new type drugs, accounting for 23.5% of the total.
