According to Pu'er Daily, "Expert in Yunnan Pu'er," a mobile terminal portal jointly built by the Municipal Party Committee and Municipal Government of Pu'er and Xinhua News Agency Yunnan Branch, was formally launched on the morning of April 20, 2015. Hu Kun, Deputy Secretary of the Municipal Party Committee of Pu'er and Li Ziliang, Deputy Director of Xinhua News Agency Yunnan Branch attended the launch ceremony and delivered speeches.

Hu Kun laid down the following three requirements for the proper maintenance of the app: 1) that no effort be spared to properly build, maintain, and use this important platform so that stories about, the voice of, and the image of Pu'er can be presented to all and that all forces can unite to form a cohesive force of Pu'er; 2) that the effort to guide and shape public opinion be stepped up in running the mobile portal, with the aim of making it known to everyone the city's advantages, the conditions, the latest developments, the measures to foster development, the results it has achieved, and the prospects for development; and 3) that a greater effort be made in all management activities to ensure that everyone involved completely fulfills his responsibilities.

To make the mobile portal a great platform, it is essential for everybody to highlight its unique characteristics and promote it by giving it his undivided attention; every effort should be made to build it into a brand-new mainstream media featuring huge amounts of content that come in a wide variety of forms and have tremendous transmissibility and influence.
