BEIJING, April 24 (Xinhua) -- The Chinese government is stepping up its efforts to better protect the rights and interests of children, particularly those living under difficult conditions, according to workshop held here on Wednesday.

The meeting, which was convened by the Ministry of Civil Affairs, was attended by a group of experts who discussed the framework, principles and basic content for drafting the Regulations on Children's Welfare.

The new law will be made more feasible and integrated by combining the existing regulations and government documents that are numerous and difficult to carry out, said Xu Jianzhong, deputy director of the ministry's department for the promotion of social welfare and charitable undertakings.

The experts held that the new regulations should be able to protect the fundamental rights of children as much as possible, while paying greater concerns to more vulnerable ones like the handicapped and those who are severely ill.

In China, urban and rural kids are covered by different welfare systems, but in future the two systems should be unified as one, according to these experts.
