If this modification is realized, it means that the SDF will initiate the strategic transformation from "bilateral defense" to "global interference" and open the door for Japan's military strategic expansion.
It is in this context that Japan is using the complex deterioration of its peripheral security as an excuse to actively seek the increase of its own military budget. It was reported that Japan's military spending is increased by 2% in the year of 2013, totaling 4.7 trillion Yen ($53.4 billion USD). This is the first expansion of military spending that Japan has implemented for the last 11 years. The newly added portion will be used to expand SDF's ground military personnel and upgrade the military equipment of its sea, land, and air forces. Not long ago, the Abe government indicated that Japan would modify the "Interim Defense Force Preparedness Plan" in order to purchase the "Global Hawk" unmanned reconnaissance aircraft from the United States. In addition, the Japanese government has also prepared to spend a huge sum to equip its SDF with the MV-22 "Osprey" transport aircraft.
Although these actions taken by the Abe government are propagandized under the subterfuge that Japan wants to become a "normal country", a series of right-wing policies it has been pursuing have incurred worries and anxiety in the international community: If Japan keeps going down the path of right-wing policies with no brake, it will become a very destabilizing factor in the security of the Asia-Pacific region, and bring up a greater danger to the region as well as the world.
