Improve the systems and innovate in the mechanisms

The construction of the “Sunshine Project” is a complex systematic project. Governments and departments at all level in Qianxinan Prefecture actives explored and established practical relevant systems and work mechanisms during the construction of the project.

First, strengthen the construction of a professional team. Increase of public welfare jobs, recruitment of anti-drug volunteers and full-time cadres, and other measures are adopted to earnestly intensify the construction of the project. Every 20 registered drug addicts shall be equipped with one full-time anti-drug cadre. As of August 2012, Qianxinan Prefecture has hired 187 anti-drug full-time staff, which after training has taken posts for the services, management, and aid for the community-based drug rehab patients.

Second, strengthen technical trainings. After all, the aid for drug rehab patients depends on the enhancement of their work skills and the employability so as to build self-confidence, return to society, become self-relient, and feel the warmth. Qianxinan Prefecture firmly grasped this key link and made every effort to create positive conditions. Post competition, election of skill pacemakers, reward in kind for trainees with excellent performance and other activities are carried out in the training base to mobilize the enthusiasm, initiative, and creativity of the trainees to the maximum, and create a surge of competition, study, chasing, help, and surpassing. At present, more than 200 community-based drug rehab patients are receiving skill training at the “training base” in Qianxinan Prefecture.

Third, establish a joint management system. During the construction of the “Sunshine Project”, the Prefecture Narcotics Control Commission held regular meetings of all departments with services, management, and aid functions to report work situations, understand work dynamics, and promote the solid progress of the project. The relevant functional departments in Xingyi City and Xingren County established corresponding administration teams in “Sunshine Project” enterprises to guide the placement enterprises in establishing and improving the production, living, working, and safety systems, assist the enterprises in solving practical problems encountered by the rehab patient in their work and life, build a platform for the self-management, self-education, and self-restraint of the community-based detox and rehab patients, and help regain the confidence in returning to society. The narcotics control department and the full-time anti-drug cadre of the community consulted for multiple times with the drug rehab patients, their family members, and the enterprises in order to improve management on the concentrated placement drug rehab patients, and formulated production and living systems that pay equal attention to discipline and open-ended management. In order to facilitate communication between the enterprise and the government, and enable the concentrated placement patients to become a qualified enterprise employee and integrate into the society sooner and better, Wang Hongzhi, chief of the comprehensive management division of the anti-drug detachment of the Public Security Bureau of Xingren County has taken the concurrent post as the deputy principal of Yinggui Garment Factory to take responsibility for the education and management of the concentrated placement patients. This innovative practice has gained the widespread recognition and praise from various circles of the society.

On June 26, 2012, during his inspection tour to Qianxinan Prefecture on anti-drug works, Cui Yadong, member of Standing Committee, secretary of Politics and Law Committee, director of Narcotics Control Committee and head of Public Security Department of Guizhou Province fully affirmed and praised the practices and achievements Qianxinan Prefecture has made in the construction of the “Sunshine Project”. Currently, the concentrated placement work in Qianxinan Prefecture for the construction of the “Sunshine Project” is in full swing. The community-based drug rehab patients will start their new life and new work in “Sunshine Project” enterprises and enjoy the delight, happiness, self-esteem, and self-confidence brought by the “Sunshine Project”.
