On the afternoon of September 10, 2015, Xu Yibo, Deputy Secretary General of Shanghai Municipal Government and Secretary of the Party Committee and Director of the State-owned Assets Supervision and Administration Commission of Shanghai Municipal Government, and his entourage were accompanied by Lv Yongjie, Secretary of the Party committee and Chairman of Bright Food (Group) Co., Ltd. (or Bright Food for short), and Yu Liping, Vice President of Bright Food, on a tour of inspection of Shanghai Urban Lifestyle Enterprise Development Co., Ltd., the business that operates Bright Food's e-commerce platform for fresh food dealers. Among those who accompanied Xu on the tour were Qi Ruizhi, Secretary of the Party Committee and Chairman of Shanghai Wusi Co., Ltd., and officials from some of Bright Food's departments, including the Industry Department, the Finance Department, and the Assets Department.

Xu listened carefully to the Bright Food officials as they gave a brief description of how the company's e-commerce platform had transformed itself over the years and of in which direction it would promote its development and foster innovation in the future; Xu then went to the workers on duty at the time to have a friendly chat with them, asking them in detail about certain aspects of the operation of the platform, including research and development, operational planning, market expansion, storage and delivery, and after-sales services, etc.

Xu gave a nod of approval to Bright Food's strategic decisions about the platform, as well as the thought which had been decisively made, and approved of the platform team's effort and vigor.

Xu said that Bright Food's attempt at adapting its e-commerce platform for the era of the Internet Plus is of enormous importance, and that it is vital to create an ecological environment well suited for the development of the Internet and make sure that no traditional performance evaluation or assessment system may hinder innovation.

Xu pointed out that to speed up the development of Bright Food's urban vegetable garden, it is vital to build an outstanding leadership team so that a flexible system can be established; to make bold moves and introduce innovations continuously with the aim of finding the right approach to development; to actively explore how to bring a stock rights-based incentive system to fruition, introduce strategic investors, attract talents, and fully stimulate the team's enthusiasm and its creative powers; and to achieve a transformation and foster innovation by adopting a market-driven system and running things as business projects.

Xu hoped that now that it had made a good start, Bright Food would develop better and faster to become a leader in the effort by state-owned enterprises across the country to start undertakings by capitalizing on the Internet; try to take the lead in joining his commission's effort to introduce reforms into Shanghai's state-owned enterprises; and make every effort to build itself into a leading platform for fresh food dealers. The municipal commission would continue to pay close attention to the development of the platform, he added.

Then Chairman Lv Yongjie concluded that Bright Food will firmly support the development of the platform and speed up the integration of internal resources and achieve synergy within the group, with the aim of finding the right way to make the transformation from a traditional state-owned enterprise to an Internet-based one.
