3. The "One Belt One Road" proposal will create a new pattern of opening up

The "One Belt One Road" proposal comprises the Silk Road Economic Belt and the 21st Century Maritime Silk Road.

China has already proposed some supporting regulations and resources: in April 2014, China came up with the idea to establish the Asian Infrastructure Investment Bank (AIIB); in October 2014, 21 Asian countries signed a memorandum on the AIIB; in November 2014, China announced the establishment of the Silk Road Fund during the APEC meetings in Beijing.
