‘Rule of man’ tradition changed by new law blueprint

China's ruling party set a new blueprint for the rule of law in the country on Tuesday. The key document, which was released after the Fourth Plenum of the 18th Central Committee of the Communist Party of China (CPC), covers a wide range of aspects to promote the rule of law. It gives us a vision that we might get a "new China" if all the measures can be successfully implemented.

This is the first time that the rule of law was the dominant theme for an entire CPC plenary meeting. China has made great achievements in reform and opening-up, but the rule of law has lagged behind.

The CPC has decided to get over this long-term obstacle to fulfill its promise to the Chinese people. In fact, we have already sensed the impulse of a deep, comprehensive reform since the CPC's new leadership took office. Now the decision to establish the rule of law has extended our vision to the very core of the reform.

Voices calling for reform and the rule of law have kept rising in recent years. But the prevalent suggestions in the public discourse are far less profound and thoughtful than the decisions in the document. The document is the real proclamation of China's rule of law.

The document is not an expediency but a strategy to shape the bright future of China. The move is made based on the realities of China's development and reform.

China was stubbornly influenced by thousands of years of the "rule of man," and the remnants are still impacting modern ruling mechanisms. Thus, the advancement of the rule of law in China requires excessively strong resolutions, and without a powerful force, the process won't be properly sustained.

So far, it is only the CPC that is capable of assuming this great responsibility.

China's reform needs strength, but it has to be boosted steadily without costing too much of China's social resources. China's reform after the 18th CPC National Congress was given more impetus, with every step taken being sound and robust.

China has gone through many hardships in modern times, and the CPC also made mistakes in its leadership after 1949. But it is fortunate that China was brought back on the right track in 1978, after which time China's strength was unleashed. After a comparison with many countries which are tricked by "color revolutions," we should also feel lucky that China is able to carry forward the reform effectively and peacefully.
