China is still a developing country, and should only shoulder international responsibilities which match its economic development level.
"China is an active participant and promoter rather than a leader in international affairs and global governance. It cannot afford to assume greater responsibilities, and can only shoulder responsibilities within its capacity," Xu stressed.
Xu said that China is the world"s second largest economy, but has failed to rank in the top-100 countries in terms of per capita GDP and resources. China has already made enough contributions to the world by doing its own things well.
Zhang Liqun, a macroeconomic researcher at the Development Research Center of the State Council, said that with a population of more than 1 billion people, China faces numerous difficulties and challenges. Overall, the country is still at a relatively low economic development stage, and it is unfair to ask it to assume undue responsibilities.
Zhang added that the international community should take an objective view of China"s development, and make an objective judgment on China"s international responsibilities. While being increasingly integrated into the world economy, China can gradually shoulder more responsibilities which match its development level, otherwise the sustainable development of both the Chinese and world economies will be affected.
