With the reputation that its municipal administrative examination and approval procedure has “less steps, optimized flow, minimal charging rate, best supervision and highest efficiency”, Xiangyang is one of the cities enjoying the best investment environment in central region of China. Since its entry into the club for cities with GDP over RMB100 billion in 2008, its ranking in the club has upgraded from the 88th place in 2008 to the 78th, the 75th and the 67th place in 2009, 2010 and 2011 respectively. In 2012 alone, Xiangyang has achieved RMB250.196 billion in GDP, up by 12.5% year on year; RMB25.1 billion in local general financial revenue, up by 32.5% year on year; RMB13.98 billion in local public fiscal budget revenue (general budget revenue), up by 43.5%. By 2012, the grain production in Xiangyang has maintained growth for nine successive years, with overall production up to 10.028 billion kilograms, increasing by about 527 million kilograms over last year. Xiangyang thus became the first city in Yangtze River Basin and the 22nd city in the whole country with grain production exceeding 10 billion kilograms.
In the first half of 2013, Xiangyang has managed to achieve RMB125.02 billion in GDP, an 11.3% year-to-year increase as calculated at the comparable price, and 1.6 percent higher than the average provincial level. Meanwhile, its GDP growth rate ranked the second among its provincial counterparts. And its income from the primary industry, the secondary industry and the tertiary industry grew by RMB13.05, 67.79 and 44.18 billion, a 4.1%, 12.6% and 11.5% year-to-year rise respectively.
Xiangyang now is following and will stick to a path for scientific and leap-forward development which will create an industry-powered, urbanized, culturally-active, and green Xiangyang with upgraded status as provincial sub-central-city and modernized regional-central city. With momentum gained from great-leap-forward economic projects, Xiangyang is ambitious to foster a modernized industrial system with “one leading and seven pillar sectors” (namely auto and auto parts as leading sector; equipment manufacturing, new energy-powered auto, new energy and material, electronic information, medicine and chemicals, intensive processing of agricultural product as pillar sectors). Xiangyang will spare no effort to build multiple centers for economic, cultural, educational, scientific, hygiene, finance, trade, logistical activities and enhanced urban functions. By 2015, Xiangyang is aimed to expand into a central city of 200 square kilometers in area and 2 million in population, and setting a new record in GDP of over RMB500 billion. By then, Xiangyang is expected to grow into a modern central city as generator of regional development momentum, creator of regional development mode, leader of regional development vogue, and contributor of regional mutual development.
