What on earth have these walls covered up?

The walls hid poverty and dragged on the footsteps of getting rid of poverty and becoming better off. Zhangxian County is a poverty-stricken place specially supported by the state, with an annual per capita income of villagers being less than 3,000 yuan, and many villagers still live in dilapidated houses. However, these walls stretching over more than five kilometers have a cost of building reaching 500 yuan per meter. It is said that the capital source of building these walls is the allocation of funds by organizations of supporting the poor. Should not these funds be used in reconstruction of rural housing, land management, construction of water conservancy and development of characteristic agriculture?
