Since the listing of China (Hubei) Pilot Free Trade Zone Xiangyang Area in April 2017, the Xiangyang Local Taxation Bureau has initiatively served the area, provided "tax refund without application" service for personal income tax commission refund, overpayment refund from policy adjustment and tax refund from policy-based tax exemption and reduction for micro and small enterprises, to reduce enterprises' burden, improve tax refund efficiency and release the dividend from tax reform. Currently the model has been popularized across the city.

In May 2018, the innovative experience was rated as outstanding experience by the Office of the State Council for Inter-ministerial Joint Meeting on Pilot Free Trade Zone Construction for learning and reference by the whole country.
