Deepening reform yields stronger ‘sense of gain’ among Chinese people: People's Daily

China has boosted a “sense of gain” among its people by delivering them tangible achievements after deepening reform in an all-round way in the past five years.

The country is one of the safest in the world, a global crime and safety index 2016 indicated. “China is so safe that I have told my parents that I will stay here for good,” said a foreigner living in China.

The praise came from the documentary “Amazing China,” which highlights achievements in innovation, coordination, greening, opening up, and inclusiveness since the 18th National Congress of the Communist Party of China (CPC) in 2012.

Besides improving social security, China has also made steady strides in the reform of various sectors, which has deeply changed people’s lives over the past five years.

For instance, from 2014 to 2016, China eyed nearly 13.62 million newly registered enterprises, an annually increase of 30 percent. The proportion of personal healthcare payments to national expenditures in the sector dropped from 34.8 percent in 2011 to 28.8 percent in 2016, the lowest level in the past 20 years.

People’s living standard has been further improved. The annual income for urban and rural residents has been growing by 7.4 percent on average since 2013, almost in line with the country’s GDP growth.

China’s Gini coefficient, an index that reflects the gap between rich and poor in the country, dropped from 0.473 in 2013 to 0.465 in 2016. These tangible achievements have boosted a real “sense of gain” among the 1.3 billion Chinese people.

Chinese President Xi Jinping has pointed out that invigorating the economy and giving people a greater sense of gain are decisive for reform. It is fair to say that this decisive factor serves as a guideline to evaluate the success of China’s drive to comprehensively deepen reform over the years.

According to the book “The Fourth Revolution: The Global Race to Reinvent the State,” written by two editors of The Economist, in only two years, some 240 million rural Chinese residents have participated in the country’s pension insurance system, far exceeding the total population under the system in the US.

Many foreign politicians and analysts attribute China’s dynamic political system and sustainable and healthy development to the country’s deepening all-round reform, saying it has greatly changed Chinese society and created a better environment for people’s livelihood and development.

Over the past five years, the country has taken a lot of measures, such as targeted poverty elimination, and carried out a variety of judicial system, finance and tax, household registration, education, rural land, and public hospital reforms, as well as others. Those in-depth reforms, which are closely related to people’s lives, are all aimed at boosting a sense of gain among the Chinese people.

Carrying out reforms by conforming to people’s expectations and allowing reform to create the internal impetus for development is the secret of and vitality for China’s development.

Over the past five years, the number of Chinese students returning to the motherland after finishing their studies abroad has been increasing, creating the largest tide of returning students in the century. Meanwhile, the number of foreign scientists, engineers, and managers eager to work in China has been expanding as well.

They returned to China only to find that the country is experiencing real changes. For instance, mobile payments that make shopping easier, shared bicycles that make travel greener and more convenient, and a variety of e-commerce platforms, as well as the high-speed railway network and the Fuxing bullet trains running at 350 kilometers per hour.

A thriving economy, safe living environment, and convenient life are making people more convinced of the positive changes and the new impetus for development brought by deepening reform in an all-round way.
