The Tenth Provincial Representatives’ Congress of Communist Party of China is the one that holds high the party banner, maintains core leadership, gathers strength, becomes united and encouraged, focuses on leaping forward, and seeks common development. It thoroughly applies the new concepts, new ideas, and new strategies of managing sate affairs by President Xi Jinping, provides new development coordinate for Yunnan, identifies new position, and entrusts new mission. The proposed five-year provincial development goal and general requirements and guiding principles fully accord with the central spirit and gear to actual circumstances in Yunnan. They will surely encourage and motivate people of all ethnic backgrounds in the whole province to forge valiantly ahead on the direction pointed out by President Xi Jinping.

We should quicken green construction in Pu’er. To build featured biological industries, clean energy, modern forestry, and leisure and health-keeping, which are called “four major bases,” spare no efforts to develop modern agriculture full of highland characteristics, green industry, modern service industry, and smart industry, which are called “four new industries,” balance “ecology” and “livelihood,” coordinate “growth of green industry” and “growth of revenues,” and organically combine “greening” and “enriching.” 

We should quicken smooth construction in Pu’er. To quicken the construction of expressways from Yulin, Silan, and Jingdong to Nanjian and Yumo Railway, quicken to push forward the construction of 6 general airports, and advance new breakthrough in infrastructure construction. 

We should build Pu’er into a brand. With the construction of a nationally known major health food supply base as a goal, we should focus on standardization, branding, and financing, work on “Internet +,” build mansions, make featured agricultural products, Pu’er tea, coffee, and biologics as green and organic brands, strengthen Yunnan International Coffee Trade Center, Yunnan Pu’er Tea Trade Center and other such platforms, and spare no efforts to develop brand economy and platform economy.

We should quicken cultural construction in Pu’er. We should work on fusion development of culture and big data, healthcare, and tourism, so as to push forward characteristic, internationalized and high-end development of cultural tourism. 

We should quicken effective construction of Pu’er. To optimize development environment, improve decision-making mechanism, strengthen monitoring and supervision, work hard on execution implementation, put effort into building sunshine governance and government efficacy, and form a good atmosphere in which we take responsibilities bravely, become enthusiastic and press on, and do things. 

We should quicken the construction of a happy Pu’er. We should spare no efforts to implement targeted poverty alleviation, ensure the realization of poverty alleviation on time, and take the lead in building a demonstration zone of national unity and progress. 

We should have perseverance and resilience, resolve to carry out and implement decisions and arrangements made by the central government and provincial party committee, stand firm to push forward comprehensive strengthening of party discipline, construction of working style, and the implementation of combating corruption and upholding integrity, apply strict and solid requirements to the whole process of exercising self-discipline and being strict with its members and to all aspects of party construction, and provide strong political guarantee for building a moderately prosperous society.
