BEIJING, July 22 -- The Japanese cabinet on Tuesday released a defense white paper for 2015, which gave a significant portion to hyping up "China's military threat."

This is nothing new for the Abe administration that has time and again tried all sorts of tricks to deceive the public to serve its rightist agenda.

Early in July, Japan's ruling Liberal Democratic Party rejected a draft version of the white paper on the grounds that it was too "soft" on China. Finally, Prime Minister Shinzo Abeand his party got what they want, just as they forced the controversial security bills through the lower house of the parliament a few weeks ago.

A large part of the 2015 version of the white paper is devoted to describing the so-called threats from China, including pictures of China's lawful island constructions in the South China Sea, where Japan is not even a relevant party.

While a defense white paper should reflect a complete and thorough evaluation of a country's security environment from an objective perspective, the 2015 version is obviously a tool used the Japanese government to justify its rightist agenda.

Firstly, the white paper is used to rationalize the strategic shift of Japan's defense power, as more military resources have been relocated to the southwestern part of the country.

This year's white paper mentions a plan of deploying costal surveillance forces and amphibious motor troops to Yonaguni Island, which is only about 150 km from China's Diaoyu Islands.

Secondly, the white paper aims to interfere in China's lawful activities in island construction as well as activities protecting China's legitimate rights and interests.

In the East China Sea, Japan unilaterally implemented the "nationalization" of Diaoyu Island, which is in brazen violation of China's interests and has exacerbated the tension between the two countries.

Instead of admitting the Abe administration's mistakes, the white paper has slandered China's legal patrols around Diaoyu Islands inside China's territorial waters.

Even though Japan is not a relevant party in the South China Sea issue, the white paper has launched unfounded accusations against China's constructions on its own islands -- obviously an attempt to depict China as a bully in regional conflicts, supporting the Japanese government's knavish claim over the disputed waters in the East China Sea.

Thirdly, the white paper also aims to collaborate with the recent U.S. regional strategy, namely, "Asia-Pacific Rebalance."

While stepping up its own presence in the South China Sea, the United Statesis also encouraging Japan to dispatch troops to conduct patrol missions in the region.

Heeding the U.S. call, Japan bashed China's justified military development in the new defense white paper, hyping up the "China threat."

Abe's government has already lifted the collective self-defense ban and is negotiating with the Philippineson the possibility of Japan's self-defense forces using military bases in the Southeast Asian country.

In addition, the Japanese government also hopes that its "China threat" rhetoric can help shake off the overwhelming pressure. Ramrodding the controversial security bills through the lower house of the parliament has incited waves of criticism at home.

What the Japanese government has done is detrimental to regional peace and safety as well as the overall relationship between China and Japan.

China will continue to take necessary measures to remain firm in safeguarding territorial sovereignty. And Japan should not have any illusions about this.

China stands for proper settlement of this issue through dialogue and consultation. We hope Japan can refrain from counterproductive tricks, for they do harm to all.
