BEIJING, Dec. 5 -- Three guidelines have been issued by China's Supreme People's Procuratorate (SPP) to ensure rights for complaints and appeals.
Procuratorates at all levels should perform legal supervision in line with laws and regulations, and prosecutors should not increase the threshold of accepting appeals.
The guidelines specify standards and conditions in the legal procedure for handling charges and appeals, and stipulate concrete guaranteed measures.
In recent years, miscarriages of justice have occurred because of violation of due process or corrupt judicial workers, potentially leading to errors in judgement.
Procuratorates should target the problem and take judicial measures to compensate for the losses and legitimate interests, the guidelines said.
As for binding judgements or judicial decisions filed by procuratorates, they should undergo strict legal examination, said the guidelines.
