China and the U.S. held a consultation recently to exchange views on international and regional anti-terrorism and reached broad consensus on strengthening exchanges and cooperation. The two sides decided to hold a second consultation in China.

Anti-terrorism consultation is helpful for building a new model major power relationship between China and the United States. Chinese President Xi Jinping summarized the meaning of the new model as follows: no conflict and no confrontation, mutual respect, cooperation and win-win. In fact, the U.S. has an increasing need of win-win cooperation with China in many areas, anti-terrorism included.

International terrorism is in a period of expansion, and the U.S. is facing severe challenges. The U.S. cannot single-handedly complete the arduous task of combating terrorism, and cooperation is the inevitable option.

China can be a partner with the U.S. in the war against -terrorism war. From a political perspective, China attaches great importance to anti-terrorism and strongly supports international cooperation against terrorism. In practice, China has achieved cooperation with Russia and other countries through joint exercises, and has accumulated valuable experience.

China and the U.S. have the potential for cooperation on anti-terrorism issues - the two countries are expected to deepen strategic mutual trust and expand pragmatic cooperation.

However, the U.S. seems to deliberately ignore mutual respect when promoting win-win cooperation. Mutual respect means respecting each other's social system, development path, core interests and major concerns, seeking common ground while shelving differences, upholding inclusiveness and mutual learning, and making progress side by side.

On the anti-terrorism issue, the U.S. obviously does not respect the facts, and ignores China's concerns. The terrorist nature of "East Turkistan" is very clear, and the U.S. has also identified it as a terrorist organization. However, the U.S. always puts the blame on China's ethnic, religious and human rights policies concerning specific events.

China has repeatedly urged the U.S. to abandon this double standard, but the U.S. turns a deaf ear.

The U.S. has made it clear that it is willing to develop a new relationship with China, and Sino-US cooperation is beneficial to both sides and the wider world. But the U.S. has not yet realized that the meaning is the basis of the new model major power relationship. The two countries reached an agreement on equal cooperation and mutual benefit during this anti-terrorism consultation. In future, the U.S. should be less opinionated and give more respect and understanding.
