In a primary school of Tiandeng county, Guangxi Zhuang autonomous region, 101 students live in school dormitories and most of them are left-behind children from poor families. In 2012, a charity organization donated 5,000 yuan to the school and each child received a 50-yuan quilt. As the students cannot afford mattress, they have to wear sandals and sleep in the mats for summer in the coldest winter, which drew public's attention. Many people donated money and materials for them, including clothes and shoes. However, the local government department refused to set up an account to accept the donations.
The related department claiming lack of source of goods and materials but refused to accept donations and hoped the caring people to stop donating because they did not want to be called a "disaster area", and someone even complained that they did not know how to deal with the "surprising" calls from the caring people.
It is no difficult for the department to receive and store donations. In fact, the only problem is that they are hard to cope with the pressure from higher authorities.

A mature social security system should have a diversified welfare channels.
