The delegation of the Chinese People's Liberation Army (PLA) to the First Session of the 12th National People’s Congress (NPC) began to deliberate the government work report delivered by Wen Jiabao, premier of the State Council of the People's Republic of China (PRC), in groups on the afternoon of March 5, 2013.
Fan Changlong and Xu Qiliang, members of the Political Bureau of the Central Committee of the Communist Party of China (CPC) and vice chairmen of the Central Military Commission (CMC) of the CPC, participated in the panel discussions respectively.
In their speeches, the PLA deputies expressed that consolidated national defense and powerful armed forces provide powerful backing for safeguarding China's sovereignty, security and territorial integrity and ensuring peaceful development. The armed forces should conscientiously submit to and serve the overall work of the Party and the country, accelerate the modernization of national defense and the armed forces, firmly establish combat power as the sole fundamental criterion, and enhance the armed forces' capability to accomplish diversified military tasks, the most important of which is to win local wars under information-based conditions.
