Zhang Yang, member of the Central Military Commission (CMC) of the Communist Party of China (CPC) and director of the General Political Department (GPD) of the Chinese People's Liberation Army (PLA), met with the visiting delegation of retired senior generals of the United States on the afternoon of December 20, 2012 at the Diaoyutai State Guest House in Beijing.
Zhang Yang first briefed the U.S. guests on the 18th National Congress of the CPC. He said that China will unswervingly take the road of peaceful development, devote itself to maintaining world peace and promoting common development, and pursue a national defense policy defensive in nature.
Zhang Yang said that the Chinese military will, as always, strengthen military cooperation and enhance military mutual trust with various countries and participate in regional and international security affairs, so as to play a positive role in international politics and security.
Zhang Yang also stressed that the Chinese side is willing to make joint efforts with the U.S. side to establish new-type military relations featuring equality, mutual benefit and win-win cooperation that are conformable to the bilateral relations. He hoped that retired senior generals of the two militaries would strengthen contacts and deepen communication, so as to constantly make new contributions to promoting development of the relations between the two countries and the two militaries.
William Owens, head of the U.S. delegation and former vice chairman of the Joint Chiefs of Staff (JCS) of the U.S. Armed Forces, expressed his congratulation on the success of the 18th National Congress of the CPC and was firmly convinced that China will continue its progress along the path of peaceful development.
He noted that the U.S. side is willing to strengthen exchanges with the Chinese side to add positive factors for pushing forward pragmatic cooperation between the two countries and the two militaries.
