Rural residents to get better medical insurance in 2013

China’s financial aid standard is planning to increase to 280 yuan (6.28 yuan against the U.S. dollar) from 240 yuan in 2012 for every resident participating in the rural cooperative medical care system or urban medical insurance system in 2013.

The 240-yuan standard of basic medical insurance from last year has already made rural residents’ reimbursement proportion reached to 75 percent within policies, said Wang Zaoli, the executive deputy director of Center for China Cooperative Medical Scheme (CCMS) under Ministry of Public Health. The real subsidy proportion has increased to 55 percent in 2012, which was lower than 50 percent in 2011.

On this basis, the subsidy has risen to 280 yuan this year, which will improve rural residents’ medical reimbursement level and relieve their medical burden. Wang said the Ministry of Public Health declared the real compensation proportion of new rural cooperative medical scheme strives to increase 5 percentages, achieving 60 percent nationwide in average.
  
By improving the funding level, medical services provided by the rural cooperative medical scheme include not only the hospital service but also outpatient services. Insurances covering 20 kinds of serious illnesses have also been carried out nationwide. Rural residents who participated in this medical system will increase their benefits in 2013.
 
Wang added that even migrant workers can benefit from the new cooperative medical scheme no matter which city they are working in.

If the national network for reimbursement is achieved, residents can get the compensation without going back to their hometown. But because of regional differences with different economic development levels and various medical funding capabilities, the national network for reimbursement still has a long way to go.
