- to break the monopoly of central government-owned enterprises;

- to ease restrictions of access to domestic markets;

- to decrease the influence of SOE sectors and its share in the market;

- to separate government functions from those of enterprises and change the current management mode of state-owned capital where the ownership of said capital is not clear;

- to encourage private-sector growth by easing access to the market and urging fair investments.
