- to initially promote value-added taxes in telecommunication, railway transport and architectural construction, with the aim of expanding the tax program nationwide;

- to launch trials on unitary taxes;

- to expand trials on property taxes;

- to largely raise tax rates of resources and levels of environmental fees;

- to greatly increase government spending on medical services, social security, environmental protection and new energies and to reduce public spending on official overseas trips, official vehicles and official hospitality.
